Job Description
Job Overview:
This is an managerial administrative position that is responsible for oversight of financial and human resource management performed under the direction of the Executive Director. This position requires knowledge and experience with account payables, account receivables, payroll, clerical office skills, budget preparation, procurement, human resources and other administrative functions assigned by the Executive Director. This position will also serve as a backup to the Executive Director.Duties and Responsibilities:
Accounts Receivable Procurement purchasing and auditing of files Make bank deposits Review and post payments Prepare and track bad debt collection and work with outside agencies Accounts Payables Maintain vendor W-9's, city licenses and Certificates of Insurance. Verify purchase order has been properly authorized and that the proper account codes have been used. Enter Invoices for payment in accounting software. Print checks and coordinate with Executive Director and Board of Commissioners in the signing of checks. Mail checks, maintain vendor files and send all required documents to accountant monthly for compilation. Human Resource Places new hire employment ads, interview with possible candidates, and verify work histories. Maintain employee information in confidential files and register/terminate employees into offered benefit programs. Work with insurance companies on yearly employee benefit open enrollment and any policy changes Process payroll for submission to 3rd party payroll company every two weeks including sending any employee payroll related changes such as garnishments, insurance deductions, ect. Makes overall operating decisions and supervises MHA personnel in the absence of the Executive Director in a manner consistent with adopted MHA personnel policies and applicable labor laws. General Finance With proper authorization of the Executive Director, use HUD's eLOCC system to drawdown PH and CFP funds as funds are obligated. Record utility consumption from utility bills for accountants use in monthly financials. Gather documentation to prepare for annual audit and work with the outside auditor as needed to help complete yearly audits. Work directly with fee accountant on monthly required reports Compilate a financial month end report for review to the Board of Commissioners from financial information received from the fee accountant Process authorized tenant and Landlord check and ACH payments. Procurement purchasing following federal, state and local policies Responsible for oversight of MHA's fixed assets and inventory Ensures all Authority records are well maintained and organized and available for the annual financial audit. Immediately advises the ED of any irregularities in the financial or management operations of the Authority that come to his/her attention Performs other related duties as assigned by theED REQUIRED KNOWLEDGE
Knowledge of operating principles, practices and problems of governmental accounting, budgets, procurement, contracting, account collection, insurance claims and HR procedures. Ability to organize with emphasis on detail and accuracy. Knowledge of general principles of finance for budgeting and reporting. Ability to manage multiple tasks to meet deadlines. Skill in the analysis and interpretation of fiscal and accounting records Ability to make computations with accuracy on Excel spreadsheets. Ability to understand and quickly follow written and oral instructions and to communicate in written and oral form. Interpersonal and customer service skills, with the ability to meet and deal tactfully and courteously with the public and to establish and maintain effective working relationships with other employees at all levels. Ability to maintain a professional working relationship with employees, vendors, and the public. Management skillsEDUCATION AND EXPERIENCE
Required:
high school diploma or equivalent.Required:
at least four years' education and/or experience in basic accounting and/or finance, management and human resources.REQUIREMENTS
Must have a valid Missouri driver license. Must maintain a active bank account for direct deposit of payroll. Must have an excellent work history and attendance record. Must be bondable and insurable. Must be able to interface effectively with all levels of management. Must be willing to travel overnight for a minimum of 15 days annually for training or attendance at conferences/workshops. Must pass a pre-employment drug screening and background check.Job Type:
