WHAT YOU NEED TO KNOW
The American Red Cross is seeking a Manager of Monitoring and Evaluation for its International Services and Service to the Armed Forces departments. The manager owns and promotes the "rules and tools" across the DMERL (Design, Monitoring, Evaluation, Research, and Learning) spectrum and supports program team members at national headquarters and in the field to implement design and monitoring standards and systems with fidelity. The position owns, executes, and provides leadership of standards for evaluation and research studies. The Manager represents the American Red Cross at and provides PMER competency and support to the Red Cross / Red Crescent Movement, as well as to the wider American Red Cross organization. This position supervises staff members performing monitoring, evaluation, and research, and provides support, development and/or leadership guidance to DMERL volunteers. This position is 100% remote.

Plan and develop methods and procedures for implementing monitoring, evaluation, and research approaches. Manage and coordinate activities, and exercise control over personnel responsible for specific functions or phases of DMERL. Ensure compliance with internal policies and industry best practices, and promote adoption of DMERL across both departments, and the organization. Demonstrate project management standards and competencies. Manage and coordinate activities concerned with DMERL deliverables, standards, and resources. Ensure consistent delivery of programmatic monitoring, evaluation, and research and the integration with other programs within the organization. Promote data-driven, continuous programmatic learning.
