Description of Work The NC Department of State Treasurer seeks a Departmental Accounting Technician who is a detail-oriented individual, passionate about ensuring accuracy and compliance in accounting! The Financial Operations Division ("FOD") is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. The Accounting Section manages the accounting and financial reporting for all funds that are deposited, invested and disbursed through the Department of State Treasurer including the $100 billion investment pool and banking programs. Departmental Accounting handles the monthly certification for financial reporting and the accounting for travel, accounts payable, fixed assets, and accounts receivable. Click here to learn more about us. Primary Responsibilities Review and accurately process Departmental Accounting transactions and financial reports. Tasks include the full cycle of processing of accounts payable transactions for all divisions using the Department of State Treasurer, Office of State Budget and Management, and Office of State Controller policies and guidelines for invoices in North Carolina Financial Systems. Responsible for analyzing all invoices for correct general ledger account numbers and sources of payment. Responsible for assisting in the preparation of external reporting, tracking and reconciliation of the accounts receivable for the Department from invoicing to receipt and recording payment. Preparation and processing travel documents, including approvals, logging and tracking of all employee and board member travel authorizations and expense reimbursements. This includes accurate and timely review of all documents for completeness and approvals necessary. This also includes keying final payment information into the North Carolina Financial System. Responsible for updating multiple desktop guides detailing the processes and controls including updating forms available on the Department intranet. Prepare reports and analysis to management on status of operating metrics. Perform backup duties for other Departmental Accounting positions as needed. Perform duties in this position which are considered essential. This may require mandatory, on-site work during adverse or crisis situations.

Knowledge, Skills and Abilities / Competencies Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following: Considerable knowledge of accounting methods, policies, procedures, and accounting practices. Considerable knowledge of general ledger accounts, budget codes, and funds. Working knowledge of a variety of technology, financial systems, and software packages to create and maintain data. Demonstrated ability to formulate and develop formulas for moderately complex spreadsheets. Experience researching, identifying, and resolving discrepancies in accounting transactions. Demonstrated ability to resolve complex problems or issues. Proven ability to establish and maintain effective working relationships with others, divisions and employees to resolve issues and to train regarding policy to prepare reports for the Office of the State Controller. Considerable experience planning, organizing, training, and reviewing the work of subordinate personnel.
Management Preferences Advanced experience of Excel. NCFS Accounts Payable Experience.
