As a Statewide Recruiter, you will be at the forefront of driving innovative talent acquisition initiatives and executing recruitment strategies to attract talent for critical non-certified and certified roles within the agency.
The position will help with executing statewide talent acquisition efforts, developing and implementing strategic recruitment initiatives to attract top talent for the agency's non-certified roles. This role requires collaboration with senior HR leadership, regional recruitment teams, and key agency stakeholders to align talent acquisition strategies with organizational goals. The recruiter focuses on expanding talent pipelines, enhancing recruitment processes, and ensuring exceptional candidate experiences. The Statewide Recruiter will be responsible for various recruiting activities, and executing candidate sourcing for the noncertified job classifications of the agency including maintaining sourcing administration of the recruitment activities, ensuring that high-quality candidates are continued to be sourced and recruitment in alignment with NC Department of Adult Correction needs; increasing the applicant pools of some of these 'hard-to-recruit' for positions considered noncertified, etc. Reporting to the Recruitment Supervisor, the Statewide Recruiter will play a key role in planning, coordinating, and executing various recruitment initiatives throughout the state and facilitating special recruitment initiatives targeting community and organizational partnerships to foster recruitment returns. The Statewide Recruiter may play back up to the Pathways Outreach HR Consultant, Healthcare Recruiter, and Military Recruiter; and may be designated tasks by both the Recruitment Supervisor and the Talent Acquisition Manager, which may include stepping in as a Regional Recruiter for multiple regions depending upon business needs. This position will not have any supervision responsibilities.
The Statewide Recruiter may also plan hiring events or hiring strategies for areas to include Support Services, Alcoholism & Chemical Dependency Programs (ACDP), Combined Records, Parole Commission, Chaplains, Correction Enterprises, Administration (HR, General Counsel, Communications, Workforce Development, Staff Development & Training, Internal Affairs, SIA), Facility Management and Central Engineering, Education Services, Rehabilitative Program & Services, Professional Standards & Policy & Planning, SHIELD and Victim Services, and MORE! Position will ensure that vacancies are filled in a timely manner and spearhead candidate engagement and experience throughout the hiring process including sourcing and engagement to increase applicant pools additionally, will be working daily to attract and source various types of candidates for our various openings within the NC Department of Adult Corrections, with primary focuses being on certified positions. This position may be field-based in North Carolina due to the possibility of extensive nature of regional and statewide traveling as a part of essential jobs functions to coordinate for any in-person and/or virtual events, universities, colleges, and facilities; to include military and naval bases/installments, high schools, regional recruiter, etc.; with the possible extension toward inclusion for out of state recruitment initiatives, etc. Position may also be expected to work overtime on occasion, travel instate statewide and out of state which may include after hour timeframes to include weeknights and weekend due to recruitment functions.

The salary grade for these positions is NC13. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result. As of January 1, 2025, there are new increase adjustments to the state's pay plans which were approved by the State Human Resources Commission, effective January 1, 2025. Experience recruiting applicants for various classifications, to include but not limited to specific classifications such as Correctional Officers, Probation/Parole Officers, and Health Care Services positions or similar roles. Experience conducting virtual job fairs or other similar virtual recruitment events. Bilingual is a plus!
