JOB SUMMARY
Oversees the entire recruitment process within an organization, developing and executing strategies to attract top talent, manage a team of recruiters, screen candidates, conduct interviews, and collaborate with hiring managers to fill open positions while aligning with company goals and budget constraints. Responsible for sourcing, evaluating, and referring quality candidates for positions throughout DPH. Aggressively works sourcing strategies using innovative techniques to increase the quantity of qualified candidates. Analyze the information provided by prospective applicants to determine the suitability of or employment and makes referrals.JOB RESPONSIBILITIES
Strategy development: Creating and implementing comprehensive recruitment strategies to identify and attract qualified candidates across various channels. Current knowledge of public health industry trends and critical role requirements to help create strategies to ensure quality applicant flow.Talent sourcing:
Utilizing job boards, networking, employee referrals, and other methods to build a diverse talent pool. Performs searches for candidates using relevant job criteria using computer databases, networking, Internet recruiting resources, cold calling, media, recruiting vendors, job fairs, college recruiting, and employee referrals- goes beyond the traditional job boards/postings to generate qualified candidates.
Job posting creation:
Writing compelling job descriptions that accurately reflect the role requirements and company culture.Candidate screening:
Reviewing applications, conducting initial phone screens, and shortlisting qualified candidates for further evaluation. Screens and refers qualified applicants to HR Partner and/or hiring manager for interviewing. May provide initial screening for manager to obtain work history, education, training, job skills, and salary requirements.Team management:
Leading and coaching a team of recruiters, assigning tasks, and providing performance feedback. Supervises and directs the work assignments of subordinate staff. Manages the area of recruitment.Metrics tracking:
Monitoring key recruitment metrics like time-to-hire, cost-per-hire, and candidate quality to identify areas for improvement. Utilizes the recruitment system to manage the applicant flow and generates regular reports to determine progress and update to manager.Employer branding:
Promoting the company's positive image to attract top talent. Monitoring the statewide recruitment marketing campaign encouraging people to consider Public Health employment (TV, billboard, social media).Compliance:
Ensuring adherence to employment laws and regulations throughout the recruitment process. Maintains current knowledge of relevant employment laws, such as the Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), and interviewing guidelines. Performs all other duties as assigned. Minimum Qualifications High school diploma/GED and five (5) years of job-related experience in human resources, which include one (1) year in lead worker, team leader, or supervisory role; or one (1) year of experience required at the lower level HR Spec 4 (HRP024) or position equivalent.Note:
An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-yearPreferred Qualifications:
5 years of experience in full-cycle recruiting, preferably in healthcare or public health. Excellent analytical and problem-solving abilities to identify recruitment challenges and develop solutions Proven ability to manage a team and delegate tasks effectively Understanding of recruitment best practices and current market trends Proficiency with Applicant Tracking Systems (ATS) and other recruitment tools Knowledge of labor laws and compliance requirements Additional Information Georgia Department of Public Health Commissioner and leaders encourages all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being.
