Job Description
JOB SUMMARY
Woodinville Water District is accepting applications for a Utility Technician Lead responsible for the on-site maintenance and operation of the District's water distribution system, sewage collection system, facilities, and reservoirs. Assists in training other employees in utility operations and maintenance activities. Participates in the maintenance of electronic equipment and systems. Performs varied manual work and operates heavy and specialized equipment to maintain and/or repair water distribution and wastewater collection systems. Assists the Field Operations Supervisor in organizing the Utility Worker weekly workload schedule. This is a journey level position which requires only moderate supervision.REPORTING RELATIONSHIPS
This position reports to and receives instruction, work assignments, and performance evaluations from the Utility Operations Superintendent. This position may also receive instruction and direction from the Director of Operations. This position may provide work assignments and instruction to Utility Technicians and temporary seasonal workers but does not supervise other positions.ESSENTIAL DUTIES AND RESPONSIBILITIES
- Install water services. Repairs everything connected to water facility. Flushes water system.
- Organizes and directs the on-site activities of work crews, trains staff in proper techniques, assigns specific tasks to crew members while on the job site.
- Responds to on-site inquiries and talks with property owners and contractors regarding work being performed and the impact work may have on their property.
- Responds to customer inquiries and complaints. Responds to emergency situations and troubleshoots problems.
- Operates, services, and maintains a variety of heavy equipment and small equipment and tools used to repair water and sewer facilities.
- Monitors operation and performs routine inspections and maintenance of lift stations, manholes, water and sewer lines, valves, and hydrants.
- Performs accurate pressure checks; calculates water volumes, velocities, and distances.
- Reviews and accurately completes work orders according to time and materials specifications, daily work reports, recording time, labor, materials, and equipment requirements, and works with supervisory personnel to perform final inspections of projects.
- Completes District water and sewer utilities utility locates.
- Responsible for safe working conditions of job sites including set up of barricades, warning signs, and other public safety devices and traffic control. Responsible to follow all State, Federal, and District safety regulations.
- Assists, as needed, with program development and implementation, inventory control, reading meters, service shut offs, inspecting side sewers, new connections, and other field checks.
- Recommends hiring of, trains, and monitors work performance of Utility Workers and seasonal employees. Instructs, trains, and observes Utility Workers in safety procedures and practices.
- Coordinates, schedules, and oversees activities in area of assignment to ensure work is performed efficiently and according to appropriate guidelines, procedures, and regulations.
- Meets and confers with contractors, developers, State, County, and City officials to schedule and help plan District jobs.
- Assist with review of plans on new plats, projects, and County right of way improvements. Ensure plans meet specifications and design standards.
- Reviews site prior to starting work. Determines if erosion control and permits are required. Inspects work sites for hazardous conditions and ensures warning signs, barricades, and other public safety devices are installed.
- Meet with engineering department, inspectors, contractors, and property owners regarding preconstruction and on-site issues.
- Establish effective working relationships with District employees, contractors, and the general public.
- Works "on-call" rotation when required.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
- Location and operation of water and sewer systems and related maintenance equipment.
- Standards and regulations, set-ups, layouts, practices, and procedures used in the installation, repair, and service of waterworks and sewer systems.
- Electrical, telemetric (SCADA) and mechanical equipment and methods of calibration.
- District operations and equipment.
- District safety rules, regulations, and procedures including confined space entry, trenching, and shoring, erosion control, flagging, and traffic control.
- General electrical safety.
- Automatic control valves.
- Operation, service techniques, and maintenance of small equipment and tools used to repair water and sewer facilities including jackhammers, compactors, pumps, cut-off saws, and other small equipment to maintain water and sewer systems.
- Operating heavy equipment such as backhoe, dump truck and front-end loader.
- Performing accurate mathematic calculations.
- Reading and interpreting blueprints, construction drawings, and maps.
- Testing and operating electronic equipment.
- Repairing pumps, motors, meters, valves, and other equipment related to water operations.
- Performing heavy manual labor under uncomfortable conditions for extended periods of time.
- Following oral and written instructions.
- Working in confined spaces and other hazardous environments for extended periods of time in a safe manner.
- Operating SCADA System equipment.
- Using a variety of equipment such as programmable controllers, calibration and testing equipment, flow and pressure testing equipment, and electrical equipment required to perform job assignments.
- Operating specialized equipment and hand tools required by work assignment.
- Performing sewer and water system installations per District specifications.
- Drawing as-built sketches.
- Establishing and maintaining effective working relationships with Employees and the general public.
- Communicating effectively verbally and in writing with staff, co-workers, supervisors, and the general public.
- Using various computer software including MS Office Suite and other software related to job duties.
Experience and Education:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the necessary knowledge and abilities would be: Three (3) years progressively responsible experience in technical utility maintenance with specialized experience in electronics and mechanical systems and/or the safe operation of heavy equipment used in the construction industry.High school diploma or General Equivalency Diploma (GED).
License or Certificate:
Possess and maintain within six (6) months of employment:- Valid Washington State Driver's License with a Commercial Driver's License Class A, air brake and tanker endorsements.
- Water Distribution II Certification.
- Cross Connection Control Specialist Certification.
- Wastewater Collection Specialist II (preferred).
- Asbestos Pipe Certification.
- Industrial First Aid and CPR cards.
- Flagger Card.
- Proof of automobile Insurance.
- Federal Emergency Management Agency - National Incident Command Systems (ICS)
Training:
ICS 100, 200, 700 and 800.WORKINGCONDITIONS
Duties are primarily performed in the field with exposure to extreme weather conditions for extended periods of time, confined spaces, automobile traffic and construction tools and equipment. Work involves exposure to live sewer systems, human waste, paraphernalia, gases, fumes, loud noise, chemicals, and pesticides. Subject to 24-hour call-out for emergencies.PHYSICAL REQUIREMENTS
