Job Description
- Develop and regularly maintain EOC protocols, documents, and other materials.
- Assist NYCEM leadership and on-call teams with EOC activations and readiness activities.
- Support onboarding of newer on-call team staff and EOC staff capacity development initiatives.
- Write and present executive-level reports on EOC Unit projects.
- Track progress and compile metrics for EOC focused initiatives.
- Coordinate improvement projects for EOC processes and systems.
- Support EOC learning opportunities, including teaching, updating, and delivery of EOC courses.
- Support internal and interagency EOC exercises.
PLEASE NOTE THE FOLLOWING
The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. Funding- This position is supported with a federal Emergency Management Performance Grant (EMPG) through 9/30/2026 with the possibility of an extension; the employee will be responsible for training requirements associated with this grant.

Ideal candidates for the EOC Specialist position should have the following preferred skills:- Excellent oral and written communication skills
- Excellent interpersonal and collaborative project management skills
- Strong organization, planning, and facilitation skills
- Strong ability to analyze complex information and identify patterns or essential issues
- Ability to work on multiple projects concurrently
- Strong Microsoft 365 skills (Word, Excel, PowerPoint, Teams, SharePoint, etc.)
- Experience presenting or training others
- High interest in emergency management and disaster response In addition, the selected candidate will be able to demonstrate a proven ability in the following areas, from the agency's performance management model:
