About The Division As the administrative support team for the Texas Opioid Abatement Fund Council (OAFC), we support the mission of the Texas Opioid Abatement Fund Council Program to educate and increase awareness of the opioid abatement programs funded by the Council and provide administrative and operational services to the OAFC and support teams overseeing the distribution of funds. General description The Comptrollers office is seeking an Operations Specialist! This roles performs senior-level staff services work to support the Opioid Abatement Fund Council (OAFC) and its mission to efficiently and effectively distribute opioid abatement settlement funds across Texas. Work involves coordinating internal and external meetings (virtual, hybrid and in-person), assisting with highly confidential functions in coordination with the following areas of human resources, training, records and property management. Assists in monitoring and reporting performance measures, submitting purchase orders and requisitions to ensure timely payments to vendors, and other administrative duties. Works with various sections across the division and agency on special projects. Apply today and help the Comptroller's office keep the Texas economy strong. Work Hours Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.
Qualifications:
Minimum Qualifications Sixty semester hours in higher education. Graduation from high school or a Graduation Equivalency Diploma. Five years of experience providing direct administrative support to either mid-level managers, senior level managers and/or executive level managers. Five years of experience working with confidential information. Five years of experience using accepted business practices and procedures for providing administrative services. Five years of experience writing professional correspondence. Five years of experience using Microsoft Office Suite and Microsoft Windows. Preferred Qualifications Graduation from an accredited four-year college or university with a bachelors degree in human resources, social work, public health, public or business administration, or a related field. Experience with state of Texas rules and regulations at a Texas state agency. Experience with the Texas Open Meetings Act and/or supporting a governing body. Functional experience using the Centralized Accounting and Payroll/Personnel System (CAPPS). Substitutions One additional year of experience in a complex office environment may substitute for thirty semester hours of the required education, with a maximum substitution of 60 semester hours (two years). Licenses and Certifications Certified Texas Contract Manager (CTCM) certification or obtained within first six (6) months of employment. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. This position may involve moving up to 25 pounds of office equipment/material on a limited basis.In this role you will:
Acts as division contract manager, purchasing liaison, and supply coordinator. Coordinates, plans, and assists in the development of requisitions, solicitations, purchase orders, contracts and amendments by working with internal and external stakeholders and resources. Tracks reoccurring purchases and identifies areas for increase efficiencies. Assists in developing bid evaluations and negotiating contract specifications. Monitors contract performance against terms of contract and policies. Oversees acquisition of goods and services and ensures compliance with agency procurement policies and procedures, including entering requisitions, making purchases (including office supplies), and working with the accounting team. Acts as division travel coordinator and meeting support liaison. Coordinates travel and reimbursements for the council, director and other staff. Performs support services related to meetings for the OAFC and stakeholders, including preparing meeting materials for distribution, making room reservations, creating/hosting virtual meetings on various platforms, scheduling meetings, answering and routing phone calls, taking messages and directing visitors to appropriate staff. Serves as the division liaison with Human Resources (HR) and training coordinator. With the assistance and guidance of HR, coordinates, plans, and assists division management with hiring process, including initial screenings, reviewing job descriptions and interview questions, and on-boarding needs. In coordination with HR and Professional Development, documents performance of personnel and ensures training requirements are timely met. Serves as OAFC liaison for the business plan and business continuity operations plan. Maintains the OAFC internal website in coordination with communications team and organizational chart. Assists with development of OAFCs continuity of operations plan as well as business impact analysis. Performs other special projects and/or duties as directed by division and agency management.
