Full Job Description Position Title:
SQL Programmer (ETL Modernization)
Project Overview:
The selected contractor will help modernize the ETL process for a reporting data mart named HAL (Health Analytics Library). The work involves developing an ETL that will have continuity as data marts are transitioned into a cloud-based environment from on-prem VM servers.
Background and Scope:
HAL is a Medicaid analytical and reporting SQL database solution, managed by the Medicaid Analytics and Data Integration (MADI) team. The database contains Medicaid enrollment and claims data and is primarily accessed by financial analysis teams and reporting teams. The primary purpose of this project is to modernize HAL by analyzing, improving, and migrating existing ETL processes from legacy SAS code to SQL in preparation for cloud migration.
Project Objectives:
Analyze the existing HAL database system and environment to identify potential improvements to architecture, data flows, governance, and management processes. Reprogram the HAL ETL code from legacy SAS to SQL to align with the transition to a cloud environment. Update claims data grouping categories, apply Medicaid national coding standards, and implement other coding improvements as required by various internal teams.
Key Responsibilities:
Perform an analysis of the existing HAL data system, including reviewing documentation, data models, schemas, tables, data dictionaries, ETLs, and system processes. Collaborate with internal project team members, including project managers, business analysts, data analysts, and database administrators, to identify technical and business requirements for system improvements. Gather and document system, data, and integration requirements for changes to the ETL code, business rules, and Medicaid claim code grouping categories. Design, develop, and implement new ETL code/packages. Migrate existing SAS-based ETL processes to SQL-based stored procedures by: Working with business teams to modularize the code. Reviewing and updating legacy SAS code to SQL. Developing new SQL-based ETL code to support the required processes. Testing, troubleshooting, and implementing new ETL code in both test and production environments.
Required Skills and Experience:
Proficiency in SQL programming. Strong data analysis skills. Experience using Microsoft DevOps or other code management tools. Ability to work with large datasets and complex database structures.
Desired Skills:
Experience with SAS data management. Strong communication skills to collaborate effectively with technical and non-technical team members.
Qualifications:
Full-time professional experience in Information Technology. Relevant academic or certification training may substitute for up to four years of work experience.
Work Environment:
This position is approved for remote/hybrid/onsite work. Initial onboarding will be required onsite. Telecommuting will be contingent upon the contractor providing their own adequate work equipment and access to high-speed internet and communication tools.
Work Schedule:
Standard business days (Monday - Friday, 8 AM - 5 PM PST). The selected candidate will be expected to engage during these hours and be available for occasional meetings.
