General Overview of Position
Under general supervision, performs routine and complex accounting and clerical assignments. Responsibilities include the preparation, adjustment, and processing of payroll and payroll-related records; the preparation and disbursement of accounts payable; the preparation of invoices and the receipt of monies for accounts receivable. Payroll duties include auditing/processing timesheets, preparing payroll checks, taxes, and reports, and the maintenance of personnel files as pertains to payroll. The incumbent assigned with accounts payable processes purchase orders, audits invoices, and vouchers, and generates accounts payable checks and reports. Accounts receivable responsibilities include the calculation of billings, generation of invoices, receipt of monies, and maintenance of registers. Duties include summarizing and recording payroll, accounts payable and/or accounts receivable data and performing the computer input to record payroll, accounts payable, accounts receivable journal entries and payroll/purchase order/invoice data. The incumbent reviews information relevant to assigned area and prepares appropriate records, reports and adjusting entries. Performs other work as requested or assigned. Work is reviewed through internal control, supervisory review, and periodic audits for adherence to established policies and procedures.
Example of Duties & Responsibilities
Provides customer service related to payroll matters. Answers telephone and receives inquiries and/or complaints, providing information based on considerable knowledge of programs and activities, or referring callers to appropriate personnel, as necessary; routes message for Department personnel, as necessary.
Greets citizens, visitors or customers and directs to proper unit or provides customer service; provide specific information and assistance related to programs or services provided by assigned area.
Utilizes computerized data entry equipment and various word processing, spreadsheet and/or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary; summarizes data in preparation of standardized reports.
Audits employee time sheets, salaries and overtime, etc. Verifies and codes information for processing. Updates and maintains employee personnel files, including tax information, earnings, leaves, workers compensation, benefits and deductions for payroll; processes permanent, temporary, new and terminated employee information as pertains to payroll and benefits.
Prepares payrolls and completes wire transfers; compiles data and provides adjusting entries for related payroll, tax, personnel, benefit and labor distribution reports. Maintains spreadsheets regarding payroll information.
Operates a computer, copier, printer, calculator, fax machine, and a variety of automated office equipment.
Researches, collects and complies data for administrative reports and other documents; checks payroll reports for accuracy and conformance to policies and standards.
Performs other related work as requested or assigned as the responsibilities could branch off into accounts payable, receivables and other duties under the Account Clerk title.

RequirementsEducation, Training and Experience Requirements:
High school diploma or GED supplemented by two years of progressively responsible experience in clerical accounting or bookkeeping including computer applications, or an equivalent combination of directly related experience and training/education. Possession of accounting associates degree or other related certification preferred but not required.Required Knowledge, Skill and Ability Requirements:
Ability to make arithmetic calculations rapidly and accurately. Ability to communicate effectively, orally and in writing and to write clear and concise reports. Good keyboard skills and experience with software related to the duties and responsibilities of the position.Physical Requirements:
Task involves some physical effort, i.e., some standing and walking, or frequent light lifting (5-10 lbs.). Task involves minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment. Task may involve extended periods of time at a keyboard.Environmental Requirements:
Task is regularly performed without exposure to adverse environmental conditions.Sensory Requirements:
Task requires visual perception and discrimination. Task requires oral communications ability.Other Requirements:
Possession of a valid driver's license and good driving record.• May be required to assist in snow and ice removal activities. May be required to provide a personal vehicle for use on the job.
