ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Supervises and trains plant operators. 2. In conjunction with the Utilities Director and other Utilities staff, develops water production and augmentation strategies. Implements and manages those strategies on a daily and monthly basis. 3. Determines work procedures, prepares work schedules, as needed, and expedites workflow. 4. Issues written and oral instruction as needed. 5. Assigns duties and examines work for exactness, neatness and conformance to policies and procedures. 6. Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations. 7. Maintains harmony among workers and resolves grievances. 8. Prepares composite reports from individual reports of subordinates. 9. Prepares and documents budget requests; administers adopted budget in assigned area of responsibility. 10. Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the water productions, water treatment, storage and SCADA systems. 11. In conjunction with other City personnel, implements the City's Cross Connection Control Program. 12. Stays current with the new Colorado Department of Public Health and Environment Drinking Water Regulations to help with the development or update of the Treatment Process, Capital Improvement Program and other plans involving the water production and storage systems. 13. Helps with the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts. 14. Helps with the project management for the construction of water treatment facilities, water production wells, pump stations, storage tank and
SCADA. 15.
Oversees assigned projects to ensure contractor in compliance with time and budget parameters for the project. 16. Oversees the maintenance of the water treatment plant, pump stations, tanks and pressure reducing stations information and records. 17. Maintains regular contact with consulting engineers, construction projects engineers, County State and Federal agencies, professional and technical groups and general public regarding activities and services. 18. Write, review and approve plant standard operating procedures (SOP's). 19. Participate in design, modification, and implementation of computer or PLC programs used in SCADA system. 20. Work closely with controls technicians providing assistance with complex control systems projects and repairs. 21. 24 hour on-call duty for up to seven consecutive days, as required. This duty requires a 40 minute response time to system alarms, and requires autonomous operation of the water plant and other water facilities. The operator must have the ability to assess situations and make appropriate operational decisions. 22. Designated as the Operator in Charge (ORC) of the system.
ADDITIONAL RESPONSIBILITIES
Demonstrates the City's core values in everyday performance of job and promotes the City's core values among Water Treatment personnel and other City employees. Serve on various employee or other committees as assigned. Attends workshops, seminars and schools as applicable. Other related duties as assigned.
SUPERVISION RECEIVED
Works under the broad policy guidance and direction of the Utilities Director.
SUPERVISION EXERCISED
Exercises supervision over maintenance and professional staff as assigned.
MINIMUM QUALIFICATIONS
Education and Experience 1. High school diploma or GED. 2. Minimum of six years previous utilities experience including at least two years in water/wastewater utility. 3. Any equivalent combination of education and experience. Necessary Knowledge, Skills and Abilities 1. Thorough knowledge of principles, practices, methods and equipment applicable to modern water treatment management. 2. Thorough knowledge of applicable policies, laws and regulations affecting water utility activities. 3. Skills for operating the listed tools and equipment. 4. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives and the general public; Ability to research and compile comprehensive reports.
SPECIAL REQUIRMENTS 1.
Must possess a valid Colorado State Driver License or have the ability to attain one before employment. 2. Must possess a State of Colorado Department of Public Health and Environment Class "A" Water Operator Certification, and a Class III Distribution Operator Certification.

PHYSICAL DEMANDS
The physical demands described here are representative of those that are needed to successfully perform the essential functions of this position. WORK ENVIRONMENT
While performing the duties of this position, the employee may be required to work in outdoor conditions. Work can be performed near moving mechanical parts, and may be performed in high, precarious places. The employee may be exposed to fumes, airborne particles, risk of electric shock, and caustic or toxic chemicals. The work environment is moderately loud.
