POSITION TITLE 1431 ACCOUNTING TECHNICIAN II BENEFITS GENERAL DEFINITION AND CONDITIONS OF WORK
Performs intermediate technical work involving the preparation and maintenance of fiscal or related records; does related work as required. Work is performed under the regular supervision of the Coordinator I - Benefits and Employee Wellness. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
This position description is not intended to be an exhaustive list of all duties, knowledge or skills associated with: Follows confidentiality protocol to ensure that all staff data is held in confidence and in compliance with HIPAA; Ensures that employee records are secure, maintained, and accurate within the payroll system and other reporting as requested; Ensures compliance with district policies, state and federal regulations, payroll protocol, COBRA, Virginia Retirement System (VRS), and 1095 Affordable Care Act (ACA) related to benefits; Demonstrates strong attention to detail, effective time management, and the ability to prioritize tasks in a well-organized manner while consistently meeting established deadlines; Collects and analyzes data for accuracy; Able to work independently and as a part of a team; Performs basic technical skills with MS Excel functions related to payroll processing and benefit balancing; Performs basic MS Word tasks such as mail merges and letter writing; Uses Google Suite for collaborative tasks; Assists Benefits Coordinator in open enrollment planning, benefits book creation, and overall program execution; Assists in other tasks related to the Benefits/Wellness Department such as sending mailers, packaging, promoting, filing, newsletter creation, assists in district wide planning of events; Maintains and manages retiree data throughout the year to support actuarial processing and reporting; Displays interpersonal skills, adaptability with clear/concise communication skills both written and verbal; Reconciles benefit deductions each payroll and makes necessary adjustments within the payroll system; completes required reporting as set by the Benefits Coordinator in conjunction with the finance/payroll departments; Serves as a point of contact for the contracted enrollment broker; Willing to participate in professional development and other training as assigned; Other duties as assigned;

KNOWLEDGE, SKILLS AND ABILITIES
General knowledge of the accounting systems and procedures; general knowledge of bookkeeping terminology and methods; general knowledge of standard office procedures, practices and equipment; general knowledge of routine accounting principles; skill in the use of computer equipment and proficiency in use of Microsoft suite as well as Google suite software; ability to maintain financial records accurately and to prepare reports and statements; ability to make arithmetical computations quickly and accurately; ability to establish and maintain effective working relationships with staff members, vendors, and the general public.
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to graduation from high school supplemented by course work in accounting and some experience in accounts payable work. Associates Degree or higher, benefit certifications, payroll processing experience, basic Google Suite knowledge, and/or knowledge of benefits systems preferred.
