GENERAL DESCRIPTION OF WORK
Utilizes multiple components of a complex, computerized routing and scheduling system to support and enhance the efficient delivery of paratransit service. Reviews and adjusts the pull-out and return times of vehicle runs to maximize productivity. Creates, monitors and updates customer subscription (long-term) trip assignments and information. Assists other Schedulers, Reservation Agents, Dispatch, Station Foreman and Field Supervisors personnel in the identification and resolution of service delivery issues. Prepares for sign-up of runs in Trapeze and Ops, work with Station Foreman on distribution of sign-up of runs in Trapeze by adjusting trips to fit on runs. Maintains confidential and critical client information fields and generates statistical reports for trend analysis. Performs under occasional supervision, but primarily operates independently during a shift.
ESSENTIAL FUNCTIONS
Uses Trapeze© Pass software products to provide efficient, logical, achievable, and productive schedules for both VIA and contracted services consistent with customer requests and available resources. Create, reviews, coordinates, and adjusts all Paratransit work assignment for weekday, weekend, holiday, special events and emergency situations to reduce or eliminate unnecessary time in VIA and contracted service runs - in accordance with the "Memorandum of Working Conditions for Hourly-Paid Employees" and in compliance with the "Disability Act." Provides run information to VIA and contractor's Station Foreman as required for the daily preparation of Paratransit operator Work Orders and the contractor's distribution of runs. Monitors daily ridership and adds or deletes scheduled runs for VIA and the contractor as needed to accommodate trip demand for daily, weekend, holiday, and emergency services situations in accordance with the "Working Conditions for Hourly Paid Employees" and private provider contracts. Communicates and coordinates with customers, providers, and facilities to approve or deny request for subscription trips, consistent with overall trip patterns, available resources, and the capacities of VIA / Contractors and in compliance with the FTA regulations. Review existing subscription trips on a regular basis and make additions, deletions, and adjustments as needed to maximize the availability and productivity of subscription service. Runs and prepares daily, weekly, and monthly, statistical reports related to scheduled and actual paratransit performance measures to establish ridership trends for the quarterly sign-up. Assist in the collection of data and the formulation and implementation of a quarterly sign-up for VIA and contract services consistent with the "Working Conditions for Hourly Paid Employees" and the private provider contract requirements and with existing manpower and vehicle resources. Review and plan for preparation of sign-up runs, working with Station Foreman and other staff. Adjust run distribution, Extra Board and VIAtrans/Contract Provider service percentage to meet demand. Assist in updates to the master and daily templates of runs vehicles in Trapeze Pass to reflect changes to the quarterly sign-up for VIA and the contractor services. Assist in the implementation and creation of new revenue service changes to runs, and vehicles in Trapeze Pass when required due to holidays, special events, and other extreme situations. Monitor service hours for VIA and contract services to maintain distribution of service in compliance with the "Working Conditions for Hourly Paid Employees" and private provider contracts. Assist reservation agents when needed to maintain zero denial in accordance with FTA regulations. Communicates and coordinates with Paratransit Operations staff, Paratransit Operators, contractors, VIAtrans patrons and other internal and external customers to resolve routing and scheduling issues. Uses Trapeze Pass tools to assist in the investigation of CAF's and SIR's. Performs related work as required and assigned. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
EDUCATION AND EXPERIENCE
High School Diploma or the equivalent, plus two (2) years college or two (2) years of Paratransit driving, or paratransit operations experience is preferred, or an equivalent combination.
ADDITIONAL REQUIREMENTS
Must have recent software and computer workstation experience working within a PC-based operating system. Must be knowledgeable of, or have the capacity to quickly learn, the functions and outputs of Trapeze© routing and scheduling software and must have the capacity to quickly learn the functions and outputs of similar software if provided in the future. Must be familiar with Microsoft Windows based software (Word, Excel, Outlook, etc.). Must have acceptable typing and data entry skills and be able to utilize standard office software. Must have mathematical skills to perform basic calculations. Must be familiar with Paratransit and contract vehicle capacities arrangement. Must know locations of streets, buildings, and facilities throughout Bexar County. Must be able to perform scheduling task using a computer and scheduling software programs. Must be able to adapt to numerous work and schedule fluctuations based on ridership trends, holidays, and special events, and weather conditions and vehicle requirements using sound skills and decisiveness. Must be knowledgeable of the "Working Conditions for Hourly Paid Employees" and all amendments that relate to the working conditions, and how they relate to Paratransit Operations and scheduling. Must be conscientious, dependable, efficient, and self-directed. Must take a cooperative and team-oriented approach to daily tasks. Must maintain the confidentiality of sensitive data. Must have ability to deal with internal and external customers in a pleasant and patient manner and be aware of and sensitive to issues affecting persons with disabilities. Must be able to quickly analyze and adjust to changing situations and make logical decisions. Must have a knowledge of all Paratransit services and be able to provide information of these services to all customers and providers. Must be able to maintain good work attendance. May be required to assist in researching Customer Service issues. Must be familiar with current ADA regulations pertaining to the transportation of disabled patrons. May be required to prepare reports as needed during the day. Bilingual (English/basic Spanish) speaking ability preferred.
PHYSICAL REQUIREMENTS
Must have physical ability to bend, stoop, stand, reach, and occasionally lift objects 5-25 pounds, such as files, supplies, and books.
WORK ENVIRONMENT
Work hours may include early morning, late evening, weekend, split and/or rotating shifts. Work shift may include working during inclement weather conditions. Days off are subject to cancellation. Work involves limited interactivity with persons who are disabled and the general public. The primary workplace (Transguide facility) is not served by VIA buses and is not accessible to pedestrians or bicyclists.
