Job Summary Provides administrative, financial, and operational support to assist with planning, inspecting, developing, and managinginternal processes, vendor and vendor contracts, invoices, and equipment while following policies and procedures inaccordance with local, state, and federal government. Job Description Overview The Equipment and Building Operations Analyst provides administrative, financial, and operational support in the planning, inspection, development, and management of internal processes, vendor and vendor contracts, invoices, and equipment related to building and facility services and operations. Essential Functions 1 Plans, organizes, directs, and analyzes functions and activities related to the procurement, servicing, operation, maintenance and repair of government facilities, buildings, vehicles, and equipment. 2 Implements and maintains database and technical specifications for the City of Dallas fleet and facility related software; maintains strong and detailed records for reporting and informational purposes. 3 Provides qualitative fleet, building, and operational analysis; identifies and communicates recommendations for utilization, preventative maintenance, and replacement guidelines. 4 Inspects, checks, evaluates, and keeps an accurate account of parts, equipment, and materials received or ordered through vendor agreements. 5 Develops, implements, and monitors guidelines, rules, and regulations of key performance indicators for compliance and adherence to management system processes, internal controls, internal and external audit recommendations, and administrative directives. 6 Processes, tracks, reviews, and monitors repairs, equipment, and outside vendor agreements to accurately identify, create, and track pricing and invoices; oversees the process for shipping or disposal of used government equipment. 7 Collects, analyzes, and summarizes outside repair data, and reports to senior management and executive staff on findings. 8 Monitors and trains departments and staff on database and policies and procedural updates and changes. 9 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of the principles and practices of public administration and management. 2 Ability to work with multiple departments and agencies while demonstrating professional knowledge of facilities, vehicles and equipment functions. 3 Understands the impact of federal regulatory changes. 4 Ability to take a leading role in operational issues. 5 Ability to analyze information and metrics, deduce information, and provide recommendations. 6 Establishing and maintaining effective working relationships 7 Communicating effectively orally and in writing.MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor's degree in business, education or social science field.EXPERIENCE
Three (3) years of experience in any of the following areas: Fleet replacement/disposal Fleet specification development Monitoring/analyzing fleet usage Warehousing experience Inventory management and control Accounts payable and receivable Energy analysis Sustainability Procurement Performance measurement AND One (1) year leadwork/supervisory experienceEQUIVALENCIES
High school diploma or GED plus seven (7) years of required experience, including one (1) year of leadwork/supervisory experience, will meet the education and experience requirements Associate degree in any field plus five (5) years of required experience, including one (1) year of leadwork/supervisory experience, will meet the education and experience requirements Bachelor's degree (or higher) in a non-specified field plus five (5) years of required experience, including one (1) year of leadwork/supervisory experience, will meet the education and experience requirements Master's degree (or higher) in a specified field plus one (1) year of the required experience, including one (1) year of leadwork/supervisory experience, will meet the education and experience requirementsLICENSE:
Valid driver's license with a good driving record Salary Range $58,800.09 - $70,582.62 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
