Description:
Under the general direction of the Director, the Utility Services Superintendent organizes, reviews, participates, and supervises the activities and safety considerations required of three divisions; Water, Wastewater, and Water Resource Recovery Services. The position assists the Director in establishing the vision and direction of the department related to each of these divisions. The selected candidate shall work closely and provide general supervision to supervisor, staff, and outside vendors and act as the decision maker as it relates to these divisions.
ESSENTIAL JOB FUNCTIONS
The essential job duties below are equally of importance and must be performed in order for the incumbent to be successful. Plan, organize, control, and evaluate the activities and operations related to the Water, Wastewater, and Water Resource Recovery Services Divisions of the Department. Monitor and control performance of the divisions in conformance with objectives, plans, schedules, and budgets. Time management of subordinate staff through use of Village-wide payroll management system. Conduct performance evaluations of supervisory and operational staff. Prepare bid specifications for capital and routine maintenance projects and services. Manage and operate licensed water resource recovery facility (5 MGD). Identifies training needs for job procedures. Plan and review daily operations with supervisory staff to ensure efficiency and productivity goals are met. Oversee contractor invoices and purchase orders. Prepare annual budgets for each division. Assist in capital improvement planning by determining short and long-range infrastructure needs in accordance with asset management principles. Respond to public inquiries, investigates, and resolves complaints, or refers to appropriate individual for resolution. The employee must regularly lift and/or move more than 50 pounds. Specific vision abilities required by this position include close vision, distance, vision, color vision, peripheral vision, depth perception, and the ability to focus.
Requirements:
COMPETENCIES
Regular and reliable attendance is required. Prioritize multiple directives and efficiently manage time during regular business day. Familiarity with work order management and asset management systems (GIS). Ability to manage and assign work in digital environments utilizing departmentally specific applications and software Possess a depth of knowledge of water distribution and wastewater collection and treatment Understanding of a 5 MGD anaerobic water resource recovery facility Effective communicator, verbally and in writing Physical ability to perform the foregoing duties in a satisfactory manner Ability to work for extended hours in all weather conditions and to provide physical exertion as found necessary in assisting or completing department activities Ability to drive and to operate a vehicle and department equipment
REQUIRED EDUCATION AND EXPERIENCE
High school diploma or equivalent. Seven (7) years in the Public Works maintenance and/or construction fields, with three (3) years of supervisory experience. Class 1 wastewater and Class C water operator certifications or ability to obtain within 12 months.
SALARY AND BENFITS
Starting salary for this position will range from $125,633-$143,222, depending on qualifications, with the full range of the position up to $163,273. The selected candidate will have the opportunity to advance a step within the salary range on an annual basis. The Village offers a generous benefits package, including an Illinois Municipal Retirement Fund (IMRF) pension, vacation, personal, holiday, and sick time. Medical, dental, life insurance, and medical/dependent flex plans are also included and begin on the first day of employment. The position is open until filled.
