Non-Exempt SUMMARY:
The Lead Operator will be second in command under the Water Treatment Superintendent. The lead operator will work in a chief capacity and aid in coordinating the operations of the treatment facilities and associated equipment. The lead operator is responsible for operations oversight, inspections, repair work, laboratory quality assurance/quality control, assisting with preparation of various reports and operation logs, and collecting and analyzing samples for regulatory requirements. The Lead Operator will also provide strategic planning and leadership at the plant and department level while performing backup duties in the absence of the Water Treatment Superintendent.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Fulfill plant superintendent duties during his/her absence, to include but not limited to attending Supervisor, Project Manager, or Board of Trustee meetings to represent the Water Utility.
  • Work with plant superintendent to plan, direct, and lead staff in daily activities.
  • Schedule trainings, assignments, and set long and short-term work schedules.
  • Lead in guiding repair, maintenance, and improvement of the water treatment facilities.
  • Coordinate with plant operators on day-to-day basis.
  • Analyze and evaluate all operation and maintenance functions; report recommendations to superintendent while working together to implement new and/or improved practices and standards.
  • Plan and implement proactive preventative and corrective maintenance processes.
  • Assist in the long-range planning, design, and implementation of small and capital improvement projects for new facilities and alterations to existing facilities.
  • Work directly with the superintendent to implement revisions or new policies and procedures for the operation and maintenance of facilities.
  • Work directly with superintendent to make recommendations on personnel actions such as hiring, promotions, transfers, and disciplinary actions as well as contribute to reviews of Water personnel.
  • Maintain, compile and update plant operations log and reports; perform and record mathematical calculations related to operational activities; input data into the computer or logs.
  • Work directly with superintendent to develop, organize, coordinate, and participate in training programs for plant personnel, including but not limited to safety programs and emergency operations.
  • Present information and updates weekly to superintendent and/or other Public Works personnel regarding water operations and programs.
  • Participate in "On Call" rotation Perform related duties and responsibilities, as required.
KNOWLEDGE OF
Operations, services, principles, practices, equipment, materials, chemicals, and activities related to the operation and maintenance of a water treatment plant. Operation, preventative maintenance, and emergency repair of plant equipment including valves, pumps, and motors. Pertinent Federal, State, and local laws, codes, and regulations. Methods and techniques of conducting laboratory tests, analysis and procedures related to water treatment processes. Natural Sciences principles, including chemistry and biology. Mathematical calculations, hydraulic and other principles related to water treatment operations. Applicable occupational hazards and safety procedures. Principles and procedures used in the proper handling of chemicals. General office machinery, computer hardware/software, SCADA, and control equipment. Compilation and recording of accurate and detailed logs both for process and compliance reporting.
  • Regulation 100 and Regulation 11 as they pertain to Operator certification and Drinking Water Standards.

ABILITY TO
Critically, creatively, efficiently problem solve. Interpret Town Ordinances as they pertain to water treatment, infrastructure, etc. Interpret and explain water treatment methods and techniques, policies, and procedures. Encourage and support team members. Operate office equipment including computers and applicable software applications. Work independently and autonomously. Communicate clearly and concisely, both orally and in writing. Promote a positive environment for self and team.
MINIMUM QUALIFICATIONS
Possession of a State of Colorado Class "A" Water Treatment Operators License . 5 years' experience in water treatment operation and maintenance or acceptable combination of education, certification, and experience. High School Diploma or General Education Degree (GED) equivalency. Valid Colorado Driver's License.
