Come join us #WorkforBoca The Junior HRIS Analyst supports the maintenance, design, functionality, and data integrity of various systems that manage employee lifecycle transactions. The Human Resource Information System (HRIS) automates and streamlines HR operations, and work includes supporting the systems that compliment or integrate with the HRIS to enhance the operation. This role ensures systems and processes adhere to policies, procedures, regulations, and collective bargaining agreements while providing guidance to system users city-wide. Collaborates with internal services, recommends process improvements, maintains position control and related transactions, and provides data used to evaluate personnel operations and position control information. Work is performed and assigned under supervision from the HRIS Analyst. Essential Functions Monitor and aid in managing position control to ensure accurate position demographics including funding assignment and hierarchal structure. Includes ensuring proper allocation of leave benefits, work schedule, payroll relationship, default expense account, and salary basis. Perform employee data management functions to include processing and update of information, data integrity, quality control, validation of various types of personnel actions and changes for existing and newly hired employees. Ensure the accurate processing and auditing of payroll and personnel transaction activity managed by Human Resources which includes use of Workforce Compensation (WFC) module and HCM Spreadsheet Data Loader (HSDL) Develop and generate existing and ad-hoc reports using HRIS and integrated system reporting tools, using data from these systems to provide actionable insights into business analytics, recruitment metrics, workforce trends, and transaction analysis, ensuring data accuracy and alignment with organizational goals. Maintain and create Agents and Jobs in Oracle Transactional Business Intelligence (OTBI) for automated reporting. Ensure data accuracy and integrity by developing and implementing regular audits, performing corrections as needed, and documenting changes to processes to ensure accuracy. Participate in the research, system upgrades, enhancements, testing, and quality control of data standards associated with HRIS systems. Support the administration, testing, maintenance, and user training of systems used in the division including the creation of training materials and standard operating procedures (SOPs). This includes systems such as HRIS (Oracle HCM), applicant management (Neogov), volunteer management (Volgistics), digitized filing (Laserfiche), and third-party integrations or outsourced services like employment verification providers and e-Verify. Serves as a systems liaison with other departments and process stakeholders (e.g., payroll, training, information systems). Responds to requests for assistance by users within the city reliant upon the HRIS and related systems for accomplishing objectives, workforce planning, or forecasting of workforce trends. Assist the analyst in the management of the digitized document management system (Laserfiche). Work to ensure accurate indexing and categorization of documents for efficient search and retrieval within the digitized document management system (Laserfiche). Assist to ensure the workflows and standard operating procedures adhere to organizational policies and quality control standards; train staff in the use of these systems and standards. Participate in the implementation of new or changes to existing automated workflows, document storage, and retrieval processes within system. As a member of the Human Resources team, all staff assist as needed with employee special events and other projects such as open enrollment, employee recognition, orientation and other outreach or employee programs.
Knowledge, Skills and Abilities Knowledge of:
Local government organization and procedures Standard office practices and procedures including an intermediate degree of knowledge regarding record management and document retention best practices. Human Resource Information Systems to manage employee data, streamline HR processes, and generate reports. Business English usage and spelling Microsoft Desktop systems and the Microsoft Office suite of products. Department operational systems including Oracle, Laserfiche, Neogov, GovInvest and Volgistics to effectively manage HR processes and ensure date integrity.
Skilled in:
Communicating both verbally and in writing to explain HRIS functions and information clearly to employees and internal stakeholders. In the use of Oracle Human rRsource Information System (HRIS), Oracle Transaction Business Intelligence (OTBI), Power BI, applicant management system(s) such as NeoGov, and volunteer management systems such as Volgistics The intermediate use of Microsoft Office Suite, specifically Excel, Word and Outlook. Skilled in accurate and efficient data input, management, and reporting for HRIS systems. Generating and developing comprehensive reports to support data-driven decision-making in HRIS operations. Use of computers and software applications related to document management to a moderate degree of proficiency including but not limited to electronic records repository such as Laserfiche, Microsoft Office 365, etc.

Present ideas clearly and effectively, both orally and in writing Establish and maintain effective working relationships across all levels of the organization. Utilize relational database systems to enhance HR information processes and data integrity. Plan, organize, and conduct clerical operations involving personnel transactions. Minimum and Preferred Qualifications High School diploma or GED equivalent recognized certification Three (3) years of experience in a HR role with progressive responsibility with HRIS or HR data maintenance experience including audits, processing personnel transactions such as salary changes, work authorizations, and/or position control maintenance Experience working in the testing, configuration and maintenance of business systems Possession of a valid State of Florida Class "E" driver's license
PREFERRED QUALIFICATIONS
Experience working within public sector or public service for a municipality. Any kind of post-secondary education from an accredited college or university Experience with Oracle HCM and its related reporting system (OTBI), NeoGov, Volgistics, and PowerBI HR certification such as Human Resource Information Professional (HRIP) from IHRIM or Associate Professional Human Resources (aPHR) or Public Sector Human Resources Association certified professional (PSHRA-CP)

BENEFITS SUMMARY
Full-Time Non-Bargaining Employees
ANNUAL LEAVE
Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. CASH OUT OF ANNUAL LEAVE
Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.
SICK LEAVE
8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. HEALTH INSURANCE
(Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.
CONTINUOUS SERVICE BENEFIT

RETIREMENT PLANS
The two pension/retirement options are listed below: An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period. An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution. The two (2) options will be fully explained prior to an irrevocable selection.
Optional:
457 Deferred Compensation Savings Plan is available.
HOLIDAYS
15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.
FUNERAL LEAVE
Up to 3 workdays - In State; Up to 5 workdays - Out of State
TUITION REIMBURSEMENT
Full-time employees are eligible for tuition reimbursement as outlined in the City's Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.
MILITARY LEAVE
Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
