Processes waste disposal transactions by assessing and collecting fees based on computer system calculation or estimate. Directs and controls traffic entering and leaving the facilities. Enters data relied upon by many departments within the Division. Prepares necessary reports of the operation of the scale house. Collects and reports customer vehicle data. Requires considerable direct contact with the public requiring the use of professionalism, diplomacy, and the ability to resolve conflicts. This position reports to the Scale House Supervisor and requires reliability, dependability, and accountability in all aspects of the defined role. Responsible for the daily operation of various scale houses located throughout the Polk County North Central Landfill. Ability to work independently and make informed decisions based on established policy and procedure. Assess disposal charges based upon established user fee schedules. Collects fees from non
- account holders via cash, check, credits accounts or credit card; accurately manage high volume of cash.
Provide effective customer service to hundreds of customers each day and present a positive image of the Polk County to customers. Enter accurate data, such as daily record, vehicle count, load sizes and type of material(s) disposed. Enforce regulations and control access to Landfill. Direct vehicles to proper location for disposal by operating the traffic control devices. Communicates effectively with the field employees regarding verification of material, customer assistance, operating conditions, disposal locations, traffic issues, etc. Monitors delinquent account records and collects outstanding balance. Daily balance of cash drawer. Properly prepares daily bank deposit and transports large cash balances to the safe at the end of the day. Adapt to flexible schedule (varying locations/days) and frequently changing work schedules. May operate automotive vehicles. Light cleaning and maintenance of work areas (empty trash, wipe counters, sweep floors, clean restroom, windows, filing). Inputs the correct customer account information into the Scale House weight management system. Reviews information to verify account number, truck number, material type, and weights are displayed correctly. Records contractor and visitor information and issues landfill passes to all non-customers as needed. Utilize maps and online databases to retrieve information on an individual's tax record and answer various questions. Cross-train with Customer Care Specialist and will rotate into the office on a monthly basis (or as needed), performing Customer Care Specialist duties. Fields, and accurately records customer issues, facilitates complaint resolutions, and communicates with the appropriate vendor. Responds to customer inquiries for new account set-up; responds to all customer correspondence, in person, via telephone, and email Perform various tasks simultaneously

Deals courteously and effectively with the public, officials, and other employees Responsible for completing, compiling, preparing, and maintaining records in various record-keeping systems. Responsible to learn office methods and procedures following and adhering to prescribed routine practices, written, and/or oral instructions. Responsible for handling inquires and processing special assessments, annual exemptions, and corrections in person, via telephone, and email. Verifies all applicable special assessments are added or removed from the annual assessment roll and properly update the customer record information in the Property Appraiser's CAMA system. Reports and documents any incoming waste loads containing out-of-county solid waste, unacceptable waste (i.e., sludge, bulk liquids, hazardous wastes) or any other operational issues. Prepares miscellaneous reports, correspondences, memorandums, and documents, and performs other clerical duties as required. Ensures all customers are out of landfill prior to closing the scale house. Performs related duties as required. Knowledge and understanding of the functions of scale house procedures and practices. Knowledge and ability to use a personal computer, computer terminal, and various software and database information learned from manuals and on-the-job training. Ability to learn the use of the equipment and terminology used within this work unit. Ability to learn assigned tasks and adhere to prescribed procedures. Ability to understand and follow oral and/or written instructions. Ability to work independently including problem solving. Ability to deal courteously and effectively with the public, officials, and other employees. Ability to communicate rules, regulations, reports, and other information. Ability to complete cash transactions accurately and efficiently. Ability to perform critical tasks, i.e. cash management and customer service, in a fast-paced environment with calmness and professionalism. Must be able to stand for long periods, with minimal rest periods. Must possess sight/hearing senses or use prosthetics that will enable these senses to function adequately so that the requirements of the position can be fully met. Must be able to cope with the mental and emotional stresses of the job and deal with conflict in an appropriate manner. Knowledge of English, spelling, and basic mathematics. Bi-lingual (Spanish speaking) ability, while not required, is highly desirable. Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of two (2) years clerical office experience or two (2) years of extensive public contact and front-line experience and (1) year cash handling experience. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification should it be required of the work unit. Must be able to obtain Landfill Spotter Certifications for spotters in C&D sites, landfills, and transfer stations from the Florida Department of Environmental Protection (FDEP), University of Florida TREEO or equivalent certification within six (6) months of employment.
SPECIAL REQUIREMENT
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
