Job Summary Provides experienced supervision of real estate specialists involved in acquisition and leasing of real property. Prepares and executes complicated or costly transactions of real property. Job Description Overview The Chief Real Estate Specialist provides experienced real estate expertise involved in acquisition and leasing of real property to facilitate the City's public improvement projects. Processes complex Real Estate transactions to increase revenue, increase the tax base, assist with community and economic development, and ensure neighborhood revitalization for the City. Essential Functions 1 Completes complex and complicated acquisition projects involving land, houses or right-of-way to ensure that these real estate transactions are completed in compliance with all legal requirements and averting any liability on the part of the City; drafts and processes any needed dedications or documents including quitclaim deeds, warranty deeds, title commitments, or other items to close transaction and obtain management and City Attorney approval as needed; ensures any needed signatures are obtained. 2 Oversees, manages, and provides leadership in the compilation of complex required documentation for purchases of land, acquisitions of property, and other real estates services required for the City; communicates regularly with property owners, leads in negotiations, and determines the terms of real estate transactions. 3 Conducts tax foreclosure sales; compiles properties that need to be sold, sets minimum bids, reserves meeting room, places ad in news, and uploads sale to City's website; manages tax foreclosure sales through entire processes and updates information as needed. 4 Trains, leads, and oversees the work of other Real Estate Specialists and Asset Managers for the City; reviews projects and assists with challenging situations, provides insight and authority where needed, attends and leads meetings, and schedules, coordinates, and oversees work ensuring all projects are in process per City requests. 5 Prepares and provides Real Estate responses for preliminary plat reviews to ensure abandonments are processed via separate instrument and that there are no encroachments in City of Dallas right-of way; prepares and provides Real Estate releases for final plats; ensure plats adequately depict abandonment areas according to information. 6 Testifies before top City officials, legal hearings, and other high level proceedings to represent the interests of the City. 7 Processes, manages, and closes all real estate files; prepares closing instructions, works with title companies, orders checks for consummation of real estate acquisitions and purchases, and performs various other administrative tasks. 8 Coordinates all departmental actions related to condemnation proceedings to ensure compliance with City, legal, and regulatory guidelines. 9 Updates and maintains a large database of the status of complex real estate projects and internal proceedings. 10 Prepares complex reports for presentation to top City officials, Council Members, and representatives of outside agencies. 11 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Thorough knowledge of real estate appraisal, acquisition, leasing, condemnation, and licensure. 2 Knowledge of imminent domain and proceedings associated. 3 Knowledge of real estate contract, title company, and closing process 4 Knowledge of the rules and guidelines relating to eminent domain and property condemnation. 5 Ability to handle multiple projects at a time. 6 Ability to complete complex, multi-faceted work assignments including the coordination of staff and representatives of outside agencies. 7 Ability to supervise, manage, train, and oversee other real estate specialists performing work for the City. 8 Ability to handle customers and owners in a professional and tactful manner. 9 Communicating effectively verbally and in writing. 10 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS EDUCATION
Bachelor's degree in Real Estate, Architecture/Engineering or other Business field.EXPERIENCE
Five (5) years of experience (experience must include responsibility for contract/document preparation.) in any of the following real estate areas: sales appraisals acquisitions abandonments leases right-of-way licenses AND/OR tax foreclosuresEQUIVALENCIES
High school diploma or GED plus nine (9) years of the required experience will meet the education and experience requirements. An associate degree in any field plus seven (7) years of the required experience will meet the education and experience requirements. A bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience will meet the education and experience requirements. A master's degree in a specified field plus three (3) years of the required experience will meet the education and experience requirements. A law degree in a specified field plus one (1) of the required experience will meet the education and experiment requirements.LICENSES
Real Estate License (May be required to obtain Texas Real Estate License within probationary period.) Valid driver's license and good driving record. Salary Range $77,264.03 - $96,580.03 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
