POSITION SUMMARY
 This position will provide oversight of the Integrated Test Plan (ITP) associated with Vigor's Ship Repair work for the US Navy. They will ensure the ITP is functionally linked to the Integrated Production Schedule per NAVSEA Standard and includes all testing for maintenance activities. This linkage shall ensure the ITP is responsive to changes in production schedule such that when production item completion dates change, their associated test dates change as well.
SALARY RANGE
$79,000 - 90,000 ESSENTIAL
FUNCTIONS AND MAJOR RESPONSIBILITIES
(This list is not intended to detail all aspects of the assigned work but is representative of the job's overall responsibilities) Develop, coordinate and manage the Integrated Test Plan (ITP) as described in NAVSEA Standard Item 009-67 Serve as the Project Team's primary point of contact for all issues related to test integration Reviews work items for testing requirements and ensures all testing is captured in the Integrated Test Plan and Master Integrated Production Schedule Ensures all testing is accurately reflected in schedules and other reports in a manner that supports a deliberate, incremental path to key event readiness and certification Reviews the OQE for accuracy and completeness prior to submittal to the government and will ensure any non-conformances are resolved prior to submittal to government for acceptance Ensure that the ITP is responsive to changes in production schedules such that when schedule activity dates change, their associated test dates change as well Ensure the ITP includes all testing for all maintenance activities, updated at a minimum weekly, or more frequently to support Key Event Certification Act as the primary representative on the Total Ship Testing Task Group and will be required to chair the weekly meeting Ensure all authorized work in Navy Maintenance Database (NMD) is properly certified in accordance with project Milestones and Key Events and providing a consolidated list of exception items for each key even to the government for review and acceptance

Operates within general parameters, but must use sound judgment and independent decision making when carrying out job responsibilities.
SUPERVISORY RESPONSIBILITY
Supervises WAF Coordinator and WAF Technicians
INTERPERSONAL CONTACTS
The person interfaces with project management, production personnel, vendor personnel and Government personnel.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of NAVSEA Standard Items and requirements Must have the ability to investigate and analyze information, draw conclusions, basic problem solving and familiar with root-cause analysis techniques. Ability to work independently, to include meeting schedule and reporting deadlines required. A strong working knowledge of marine propulsion and structural systems to include the ability to read blueprints/ship system drawings and previous marine operational experience, helpful. Ability to use PC and software applications such as MS Office and database programs. Must have thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods, administrative procedures and government contract administration. Ability to write understandable reports, read and understand technical manuals Must be able to board ships, enter confined spaces with limited visibility and have the ability to climb up and down stairs and/or ladders of varying heights
EDUCATION AND/OR EXPERIENCE
High School Diploma or GED Certificate is required. BA in quality technology, engineering, mathematics, the basic sciences or related fields or equivalent experience is preferred. The person must meet eligibility requirements to obtain a NAVSEA issued access badge. Minimum of 5 years of increasing responsibility and experience in the quality profession for a heavy manufacturer or shipyard is desired. A minimum of 3 years of increasing responsibility in project management experience is desired.

PHYSICAL DEMANDS
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The individual may be required to be in production areas in yard and onboard ships. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders. The incumbent may be required to lift up to 20 pounds. Good finger, hand and wrist dexterity required for extensive computer operations. He/she may be required to work more than 8-hour shifts and weekend work. While in the production area may be exposed to all weather conditions, noise, dusts and odors.
