Job #944-1 (Accounts Payable—Finance) Open Until Filled Located in the heart of North Carolina's Piedmont, Rowan County is attractively and conveniently nestled between the state's largest city and its Capitol. Rowan County is made up of more than 20 departments and nearly 1,250 employees that are committed to providing a wealth of services to County residents and businesses. The County is currently accepting applications for the position of Accounting Technician IV—Accounts Payable. This position performs advanced or specialized technician accounting work requiring the application of accepted rules of accounting to a variety of procedural and substantive guides to determine courses of action: including but not limited to; maintaining the disbursement of accounts including encumbering of purchases, auditing of invoices, preparing vouchers, posting, reconciling, and preparing other necessary reports. Enters approved invoices for construction contracts, retainage and recurring transactions, including appropriations; maintaining the vendor files, including but not limited to the creation of p-card and purchasing vendors, review and creation of annual 1099's, address updates and corrections; importing and analyzing of the p-card purchases from the vendor bank into EERP (or applicable accounting software); ensuring all open p-card transactions are cleared monthly and annually; reviewing the Board of Commissioners meeting agenda and minutes for approval of expense items that will be processed, i.e. tax refunds; and training and assisting departments for invoice entry, department allocations, p-card transactions, and any other accounts payable transactions. This includes the breakdown of food and sales tax where applicable. Provides guidance for departments to attach and liquidate purchase orders and contracts when entering invoices. Requires considerable knowledge of the application of established accounting principles, practices, and techniques to standardized accounting transactions; considerable knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures; ability to understand, interpret, and apply the laws and regulations governing the maintenance of financial records; ability to prepare fiscal reports and analyses of financial statements; and ability to present information clearly and concisely in oral and written form. Requires an Bachelor's Degree in Accounting, Business Administration, or related field and one year of experience in accounting or bookkeeping clerical work; Associate's Degree in related field and three years of related work experience; or graduation from high school including or supplemented by basic courses in bookkeeping or accounting and five years of experience in bookkeeping or accounting clerical work; or an equivalent combination of education and experience. Degree/Coursework must be from an appropriated accredited institution.Salary range:
$49,500 - $54,400/annual (commensurate with experience) and an excellent benefits package available.
