Supervise Instrumentation Techs in installing, maintaining and repairing instrumentation and electronic equipment used. Pump/flow metering stations, atmospheric testing, or air monitoring devices used on emergency response vehicles. Oversee the activities of Instrumentation techs who perform instrumentation installation, repair, maintenance and calibration of open-channel and closed-piped interjurisdictional flow meters, temporary flow meters and rain gauges. Manages the on-going preventive, corrective, and predictive maintenance on multigenerational equipment. Consults on preventive, corrective and predictive maintenance for the County's automation system SCADA and on complex installations and repairs. Provides technical advice on planning for new equipment and assists with specifications. Liaison with contractors for capital improvement design and review. Provides oversight of data submitted for the billing and revenue of the county jurisdiction. Supervise subordinate employees to include coaching, counseling, training and evaluations. Ensure individuals under your leadership are fully in compliance in the utilization of designated personal protective equipment (PPE) in the execution of their assigned tasks. Position is in the DPWES Wastewater Collection Division, located at 6000 Freds Oak Rd. Burke, Va. Employment StandardsMINIMUM QUALIFICATIONS
Any combination of education, training, and experience equivalent to graduation from high school, or a GED issued by a state department of education or completion of a vocation course of an instrumentation/ technician/electronic or similar vocational and or apprenticeship program; plus seven years of work experience related to the installation, maintenance and repair of industrial instrumentation or electronic, electrical equipment found in water or wastewater utilities; and one year as an instrumentation lead or equivalent.CERTIFICATES AND LICENSES REQUIRED
A valid driver's license. Confined Space Certification within 6 months of hire.NECESSARY SPECIAL REQUIREMENTS
The appointee to this position will be required to complete a criminal background, driver's license check, and pre-employment physical to the satisfaction of the employer. Subject to 24 hour call back and must, therefore, be able to work emergency overtime. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas. Ability to distinguish different color wiring.PREFERRED QUALIFICATIONS
Confined space training certificate Commonwealth of VA Industrial Instrumentation Tech Journeyman's license or Instrumentation Society of America (ISA) certificate. Five (5) years of instrumentation and control systems experience to include multiple hearth incinerators. Five (5) years of experience with the Supervisory Control and data acquisition system (SCADA). Five (5) years of experience with Continuous emissions monitoring (CEM).PHYSICAL REQUIREMENTS
Ability to communicate effectively with residents and other members of the community. Ability to operate county vehicles, to include 1/2- & 3/4-ton utility trucks or vans. Ability to properly operate hoisting equipment. Ability to stand, stoop, bend, reach, walk, climb, sit, kneel, crawl, lift and manipulate materials with manual dexterity, and work in strenuous and uncomfortable positions for long period of times. Ability to use hand tools and lift/slide up to 90 lbs. Ability to work in a variety of work environments to include hot and cold weather, noisy environments, and may be exposed to raw waste. Must be able to communicate effectively both oral and in writing. Must be capable of pushing, pulling, lifting, bending, stooping, walking, and climbing to enter permitted confined spaces such as in and out of catch basins and manholes. Per safety requirements, confined spaces may not be entered by persons who weigh 310 lbs. or more. The ability to input, access, and retrieve information from a computer.
